Biden Sends $53B to US Chipmakers by Signing CHIPS Act Into Law

President Joe Biden signed the CHIPS and Science Act into law Tuesday, sending $52.7 billion to processor manufacturers over five years in an effort to help the US reclaim semiconductor industry leadership lost to Taiwanese and Korean companies and challenged by increasingly capable Chinese firms.

The legislation has already helped encourage smartphone chip designer Qualcomm to spend $4.2 billion with chipmaker GlobalFoundries to build processors in New York, the White House said in a fact sheet released Tuesday. And Micron will invest $40 billion in memory chip manufacturing capacity, the White House said, a move that could elevate the US share of memory chipmaking from 2% to 10%.

"The CHIPS and Science Act supercharges our efforts to make semiconductors here in America," Biden said in a speech Tuesday at the White House's Rose Garden. "America invented the semiconductor, and this law brings it back home."

It costs billions of dollars to build new chip fabrication facilities, called fabs. The CHIPS Act will knock about $3 billion off a $10 billion leading-edge fab, said Intel, which is sinking more than $40 billion into new and upgraded fabs in Arizona, Ohio, New Mexico and Oregon and stands to be one of the biggest beneficiaries.

US fabs made 37% of processors in 1990, but that's dropped to 12%, according to the Semiconductor Industry Association. The CHIPS Act is designed to reverse that trend, shoring up an industry that's critical to electric vehicles, laptops, weapons systems, washing machines, toys and just about anything that uses electricity about anything with a power plug or battery.

The law emerged after a chip shortage made it clear how much US industries and the US military now rely on processors made overseas. As Intel, a Silicon Valley fixture, struggled to advance over the last decade, Taiwan Semiconductor Manufacturing Co. in Taiwan and Samsung in South Korea took the lead. China, eager to foster a native chipmaking industry, subsidized its own rivals like Semiconductor Manufacturing International Corp.

TSMC and Samsung are foundries, businesses that build chips for other companies. Intel, in contrast, has chiefly built its own chips. Part of Intel Chief Executive Pat Gelsinger's recovery plan is to add a foundry business, expanding its manufacturing volume and drawing in new customers such as Taiwanese chip designer MediaTek. Although Samsung and TSMC have headquarters and most of their chipmaking business overseas, both are building new fabs in the US, too. GlobalFoundries, a foundry based in the US, isn't on the leading edge of chipmaking for most technologies, but it's expanding capacity, too.

That chip shortage frustrated consumers eager to lap up PlayStation 5 game consoles during the COVID-19 pandemic and shuttered US auto plants as crucial electronic components stalled manufacturing. The shortage also provided a measure of rare bipartisan support for the CHIPS Act, which passed with a 243-187 vote in the House of Representatives and a 64-33 vote in the Senate in late July.

Waning chip manufacturing in the US comes with geopolitical worries. China claims Taiwan as its own territory and has been saber-rattling with military exercises since Nancy Pelosi, speaker of the House of Representatives, visited Taiwan last week. Russia's invasion of Ukraine and the subsequent cessation of high-tech product imports also shows how vulnerable a country without its own industry can become. This week, the chip shortage led the US auto industry to drop production of 100,000 vehicles.

RK Anand, chief product officer at automotive AI chip designer Recogni and a longtime Silicon Valley executive, laid out the problem. One of his earlier employers, network gear maker Juniper Networks, relied on IBM to make its chips. But as Big Blue slipped behind, Juniper switched manufacturing to TSMC to keep up with rivals like Cisco, Anand said. IBM eventually exited the chipmaking business altogether.

"In the last 20 years, it's been disappointing that we've given up that leadership," Anand said. "We better get back on it."

Nantero, a startup trying to leapfrog today's memory chips using an exotic material called carbon nanotubes, could be the opposite example to Juniper, hoping CHIPS Act funding will let it find a fab in the US. 

"Right now fab access is so limited in the US that many companies either fail or go overseas while waiting in line," said CEO Rob Snowberger, who attended Biden's signing. "Nantero will now be able to plan our future around staying in the US."

Massive government subsidies are anathema to the free-market ethos that generally prevails in the US, but CHIPS Act allies argue they're necessary to compete with subsidies in South Korea, China and Taiwan. Japan's government subsidizes the development of the exact technology Nantero hopes to commercialize.

US chipmaking won't suddenly surge

Businesses and consumers shouldn't expect immediate relief from the CHIPS Act. For one thing, it takes years to build a new fab, so new capacity won't arrive right away.

For another, many of the processors that have stalled products are built with older, less advanced chipmaking technology. Chipmakers are generally more eager to invest instead in leading-edge methods that make premium chips like those that power Apple iPhones, Nvidia graphics accelerators and Amazon data centers.

Making a handful of fabs significantly cheaper can help US manufacturing, but it's a long way from building the rich network of companies that prevail in Asia, supplying materials like giant polysilicon crystal ingots that are sliced into chip wafers to all the testing, packaging and assembly work that takes place after chips are made.

"Efforts must also support the larger semiconductor ecosystem, which spans everything from wafer substrates to chip probers to items as mundane as shipping materials," said Jim Witham, CEO of power electronics maker GaN Systems. He believes the CHIPS Act funding is only a beginning. "We've lost many of these capabilities in the US, and rebuilding them takes time and money."

The Boston Consulting Group expects it would cost $350 billion to $420 billion to create a self-sufficient semiconductor supply chain in the US.

Fusion Worldwide, which distributes chips worldwide and has had a front-row seat to the semiconductor supply chain crisis, expects it'll be two or three years before the CHIPS Act funding really makes a difference. And the law largely sidesteps some of the most acute shortages, said Paul Romano, chief operating officer at Fusion.

"The legislation will improve long-term US standing around newer, complex chip production but isn't likely to do much to boost supply of older technology components," still in high demand for cars and other industries, Romano said. Although the CHIPS Act helps US manufacturing, it "won't go nearly far enough in helping achieve parity with the Asian fabs."

Chip industry cheers the CHIPS Act

Chip industry players cheered the law. The Semiconductor Industry Association estimates that it will create thousands of jobs and make supply chains more resilient for industry and military customers that rely on processors. The Information Technology Industry Council, whose members include dozens of tech companies, included the CHIPS Act as a top policy priority. It's now the Commerce Department's job to rapidly approve CHIPS Act applications so the money can flow, the ITI said in a statement Tuesday.

Under the law, companies receiving the subsidies may not use them for dividend payments or stock buybacks, Biden said.

The CHIPS Act includes $39 billion in manufacturing incentives. Of that $2 billion is for the older generation chips that automakers and military equipment makers require. It also includes $13.2 billion to spur research and development and to improve worker training.

The full title of the legislation — the CHIPS and Science Act, with CHIPS standing for Creating Helpful Incentives to Produce Semiconductors — is so named because the $53.7 billion in semiconductor industry funds are part of a larger $280 billion law that also funds basic and applied research at the government's National Science Foundation, National Institute of Standards and Technology, and Commerce Department.

The chipmaking subsidies and research funding will "cultivate the tech hubs of tomorrow, spurring new innovations and technologies right here at home," said Senate Majority Leader Chuck Schumer, a Democrat from New York, which stands to benefit from investments by GlobalFoundries and other chip makers.

Apple's new MacBook Pro , featuring the next generation of the company's in-house chips and the much-welcomed return of an HDMI port and SD card reader, makes "better use of interior space," according to a teardown by iFixit. But when it comes to repairability, there's room for improvement.

"Apple's M1 silicon is rocketing the industry forward in a bunch of ways, and it's unfortunate repairability isn't advancing as quickly," iFixit writes. "Still, this design represents a major move in the right direction." For instance, the process of replacing a battery is slightly less difficult now.

Compared to 2019's 15-inch MacBook Pro with Touch Bar, the newer models pack speakers and batteries in "every cozy cranny, without sacrificing a robust-looking cooling assembly," iFixit notes. And replacing the power button doesn't appear to be too much of a headache. 

But the rest of the keyboard is "problematic to replace," iFixit says.

"Apple stores and AASPs (Apple Authorized Service Providers) will likely continue replacing your entire top case rather than deal with the hassle of repairing their own keyboard design," the post reads. "(Thankfully it's not a butterfly affair anymore, so repairs should be far less frequent—just be sure to keep a tight grip on your latte.)"

Another factor complicating repairability is the laptop's "soldered-down, non-removable storage." iFixit adds, "Forget about removing the drive to protect your data during repair or when you sell it; you've gotta shred the whole logic board if you want failproof security."

And what about that $19 Polishing Cloth from Apple? iFixit took a look at that, too (in jest, really), calling it an "object of beauty worthy of being cleaneditself," before coming to its senses and asking, "Where did our twenty dollars go?"

Ending on a sarcastic note, iFixit says, "The new Apple Polishing Cloth earns a 0 out of 10 on our repairability scale, for distracting us from a very important MacBook Pro teardown and not going back together after we cut it into pieces with scissors."

Apple on Monday revealed its M1 Pro and M1 Max processors, giving us a look at its highest-end chips so far and the brains inside its redesigned MacBook Pro, which comes in 14-inch and 16-inch models. The chips present a new threat to Intel's decades of PC processor dominance, thanks to more computing cores compared to older M1 chips.

Apple debuted its M1 in 2020 with new MacBook Air and 13-inch MacBook Pro laptops and added the chip to new iPad Pro tablets and iMac all-in-one PCs in 2021. The M1 chip offered a winning combination of performance and battery life, but Apple now is making the case that its processors also are suited for customers like photographers, video editors and developers who need a lot more horsepower.

The new chips are behemoths in the processor world. The M1 Pro has 33.7 billion transistors, the core circuitry element fundamental to all chips, and the M1 Max has 57 billion. They both employ a beefier version of the M1's unified memory architecture, with the M1 Pro reaching 32GB and the M1 Pro Max reaching 64GB.

The M1 Pro has 10 central processing unit cores and 16 graphics processing unit cores, though lower-end MacBook Pros come only with eight CPU cores and 14 GPU cores. The M1 Max has 10 CPU cores and 32 GPU cores. The chips have eight high-performance cores for important jobs and two efficiency cores for background tasks.

The 14-inch MacBook Pro, which starts at $1,999 (£1,899, AU$2,999), comes with the M1 Pro chip. The 16-inch model, which starts at $2,499 (£2,399, AU$3,749), is available with either chip.

It's relatively easy to make a powerful processor, but it's hard to make one that's efficient in energy consumption. Apple touted its new M1 Pro and Max as strong here, too, with 17- and 21-hour battery life, respectively, for watching video. Using Adobe's Lightroom Classic photo editing software, battery life is twice as long compared with Intel-based MacBook Pros.

The M1 Pro and M1 Max enable Apple to leave Intel behind for a broader swath of Macs. Apple's first Intel-powered Macs shipped in 2006. When Apple announced the M1 in 2020, it said it would take two years to push Intel chips out of its Macs. To smooth the transition, the M-series chips can translate software written for Intel chips, and Apple promised five years of software updates for Intel-based Macs.

Apple revealed the chips at an online MacBook Pro launch event. Although iPhones have eclipsed Macs as Apple's most profitable products, the computers remain an important part of the company's business. MacBook Pro models in particular are geared for customers willing to spend thousands of dollars for a premium laptop.

Compared with its 16-inch MacBook Pro with a high-end Intel Core i9 processor, Apple's 16-inch MacBook Pros with M1 Pro or M1 Max chips are twice as fast in CPU performance, Apple said. In graphics speed, the M1 Pro laptops are two and a half times faster and the M1 Max laptops are four times faster, Apple said.

And in AI tasks, which use machine learning techniques for jobs like recognizing faces in photos or converting speech to text, the M1 chips are five times faster than the Intel i9 machine. Apple didn't disclose which benchmarks it used for the tests.

Apple for several years has steadily improved AI accelerators it's built into its A-series chips for iPhones and iPads and brought that to its M-series chips, too. Intel, which has suffered from years of difficulties improving its manufacturing processes, has been slower to add AI accelerators.

It makes a big difference. On Adobe's Super Resolution feature, which uses AI to double photo sizes in Photoshop and Lightroom, Apple's AI hardware doubles speed and power efficiency on M1-based Macs, spokesman Roman Skuratovsky said. And with MacOS Monterey, new AI support makes Photoshop's Neural Filter features 10 times faster.

Compared to the M1, the M1 Pro's CPU performance is 70% faster and GPU performance is 100% faster. The M1 Max, which has a faster internal data transfer system and memory interface, 

Like its M1 processor, the M1 Pro and M1 Max are built using a 5-nanometer manufacturing process. They're members of the Arm family of chips used to power every smartphone and many other devices. Apple uses Taiwan Semiconductor Manufacturing Co. to build its chips.

Other changes coming to the MacBook Pro include camera enhancements, the death of the Touch Bar, the return of MagSafe charging and an HDMI port, and the addition of a notch. Along with the new laptops and chips, Apple announced the AirPods 3 (here's how to buy them), a new Apple Music "Voice" Plan and new HomePod Mini colors.

The end of daylight saving time means earlier sunsets and even earlier sunrises -- morning people, this one's for you. On Sunday, Nov. 7 at 2 a.m. our clocks fell back one hour, giving us one more hour of sleep that day, but considerably less sunshine in the evening. 

For example, when daylight saving time ends in the city of San Francisco, citizens must greet the sunshine peeking through their window around 6:30 a.m., as opposed to the 7:30 a.m. time they're used to during DST. Conversely, nighttime will approach around 5 p.m., whereas the sun sets in San Francisco on Nov. 6 at 6:05 p.m. The time change in your area should look very similar; expect sunrise and sunset to occur an hour earlier. 

There will be even less daylight as we near the Dec. 21 winter solstice, the day of the year that has the least amount of sun and longest night. Daylight saving time will return on March 13, 2022, but until then, you can expect more moonlight during your evening trips to the grocery store after work. Unless, of course, you're in one of the few states that doesn't participate in this clock-changing ritual. 

Here's what you should know, and how to adjust to the time change without losing sleep.

2 states won't be changing their clocks, and more are on the way

If you're questioning why you have to change your clocks twice a year, you're not alone. Hawaii and Arizona don't observe daylight saving time because they both deem it unnecessary. Arizona has such a hot climate that they prefer shorter days, and Hawaii is located in a tropical region where there isn't a significant difference in daylight during summer versus winter. 

Interestingly enough, 47 out of the remaining 48 states have all either passed, introduced, or attempted to pass a bill through legislature that proposed the abolishment of clock-changing. The bills that were signed into law are either waiting for Congress and the US Department of Transportation to make it official, and/or for their neighboring states to join the cause so they don't disrupt regional time zones.

Some argue for permanent daylight saving time, while others, like the American Academy of Sleep Medicine, say we should adopt standard time year-round. Either way, popular opinion is clear: DST is a pain. So why do we do it? 

Why did daylight saving time start?

The idea of daylight saving was first proposed in 1895 in New Zealand, but it wasn't put into practice until World War I, when Germany used it as a way to save energy by using less electricity on lighting. The United States followed suit in signing DST into law in 1918 to preserve daylight and save energy, but it was quickly appealed in 1919 after the war due to its unpopularity among citizens.

Since then, the United States has had a long, confusing back-and-forth relationship with DST. For the most part states and cities have been left to decide for themselves whether they want to observe the time change or not. As you could imagine, this made it difficult for public transportation services and broadcasting networks on TV and radio to properly coordinate times. 

In 1966, President Lyndon Johnson put an end to the confusion and signed the Uniform Time Act, which created set dates when the nation would collectively start and end DST. Any state that didn't want to participate was allowed to pass a law through their own legislatures, hence Alaska and Hawaii.

Light and darkness play a huge role in dictating our circadian rhythms, the internal bodily process that signals when it's time to wake up and time to hit the hay. When the time comes to set the clock back, it might take your body five to seven days to properly adjust to the change due to changes in your sleeping patterns and productivity. You may feel yourself getting hungry earlier than you typically do, and drowsier earlier in the evening. Here are a few tips you can use to adjust to the new time change.

  • Prepare for the Sunday time change: Don't use getting an extra hour of sleep as an excuse to stay up later. Go to bed at the same time you typically do on Saturday to maintain your regular sleep-wake cycle. 
  • Keep a routine sleep-wake schedule: After the time change, try going to bed and waking up at the same time each day to help reset your body's circadian rhythm. Once you get into a consistent pattern, your body will align with your schedule and naturally recognize when it's time to wake up or go to sleep. 
  • Try a sleep mask: If you like to wake up in the morning on your own time and not the sun's time, aka 6:30 a.m., try using a sleep mask. There are options that fit comfortably snug around your face, preventing light from seeping in and waking you up.

Prime Day sales on Amazon Fire TVs are happening now and the prices are as low as they've been all year for smaller, cheaper models. But if you want a different smart TV system, or are shopping for a larger midrange or high-end model, prices might be better -- and you'll have more choices -- if you wait until later in the year.

As CNET's resident TV expert I'm often asked whether it's worth getting a cheap TV on Prime Day. If you just want to spend as little money as possible on a smaller screen, the answer is yes. I haven't reviewed any of the TVs above, for example, but based on my experience with similar models I think most shoppers will be happy with them simply because they're so inexpensive. And prices like this probably won't come around again until around Black Friday in the fall of this year.

That's because TV prices follow a predictable pattern. In spring and summer the new 2022 models are first introduced, and that's when prices are at their highest. The first big opportunity for price drops in a year is often Prime Day, but it's just a few days long and after it's over TV prices will remain relatively high until late fall, when the Black Friday sales start. Those sales typically last longer and are spread out among more retailers and brands. 

If you're considering a new TV on Prime Day here's some trends to watch for, based on my years reviewing TVs and tracking sales. They're not set in stone, but they can give you some guidelines going in.

Prime day deals often feature Amazon's own gadgets, from Echo speakers to Ring doorbells, and that group includes smart TVs that run Amazon's own Fire TV system. Featured on brands including Toshiba, Insignia, Pioneer and Hisense, Fire TV is also available on Amazon-branded TVs including the Fire TV Omni and 4-Series. Most are available now for steep discounts on Prime Day.

Prime Day TV sales include a few non-Fire TV screens too. Samsung, LG, Sony and TCL TVs get discounts, but they're usually not as steep as those offered on Fire TVs. That's because Amazon tends to favor its own products, especially those that cater to its own ecosystem. That said, many compatible TVs have Alexa voice built in, including most Samsung and LG TVs, and nearly all smart TVs run the Prime Video app.

And remember: If you don't like the Amazon Fire TV system, you can always connect a Roku or Google Chromecast to a Fire TV and use that instead.

Expect lots of smaller, less expensive TVs

If you're in the market for a high-performance models such as an OLED TV, or even a midpriced LCD with a few extra bells and whistles like next-gen console gaming support or full-array local dimming, don't hold your breath. Those features are largely absent on Fire TV models (with one exception) and the non-Fire TVs on sale during prime day are often relatively entry-level too. Sure you might see some exceptions, particularly on 2021 TVs to clear inventory, but smaller, cheaper TVs are the rule.

Check Best Buy, Walmart, Target and other retailers too

Amazon's competitors are holding Anti-Prime Day sales to hitch a ride on the buzz. Many of them offer TV deals too, and since they don't have a Fire TV ax to grind, they often feature a wider variety of brands, sizes and feature sets. 

Inflation is a wild card in 2022

TV prices rose for the first time in almost a decade last year and that was before the current spike in inflation. That doesn't mean you won't find deals and discounts on TVs during Prime Day and Black Friday, but it could mean prices are a bit higher than in the past. If you don't find a deal you like on a Prime Day TV, it could be worthwhile waiting until those sales later in the year to pull the trigger.

If you've invest in a  PS5Xbox Series X and Xbox Series S console, any TV with an HDMI port will work. However, not all TVs are created equal, and if your TV isn't up to snuff, it may be unable to take advantage of these new consoles' best features. The best 4K TVs these days are equipped with HDMI 2.1 ports, which have the power to let you play at 4K with HDR and reach frame rates as high as 120 frames per second. On top of all that, the gameplay stays butter-smooth, with the consoles and TV playing nice via variable refresh rate, which reduces choppy movement and screen tearing.

Also, you don't have to spend an arm and a leg on an 88-inch 8K behemoth to get these gaming console-friendly features. In fact, as far as screen size goes, you can find most of the features necessary for an excellent gaming experience in 65-inch TVs that are priced below $1,000.

At the end of the article you'll find two charts with all of the TVs we know on sale now that support advanced gaming features. We've included compatible TVs from the past two years, and you may still be able to find 2020 models on sale. Before those charts, however, here's a list of our current favorite gaming TV options.

The Hisense U8G offers tremendous brightness for gamers who want to play during the day and don't have light control in their chosen gaming space. While there are a couple of TVs that are brighter, all are a lot more expensive. Contrast and color is good too, though HDR is a step behind the competition and this 4K resolution TV's games mode isn't as sophisticated as Samsung or LG.

With a price generally lower than any of the TVs above, this Vizio's image quality and gaming features aren't quite as good, but it's still a solid step above budget gaming TVs. Local dimming achieves solid contrast and while it lacks 4K/120Hz input capability, this smart TV does offer variable refresh rate -- a rarity at this price.

Gaming TV FAQs

Below you'll find answers to some of the most common questions about the best gaming TVs, followed by the charts that show which features are available on which TVs.

What TVs support HDMI 2.1 features?

All the advanced gaming features we've mentioned-- 120Hz input and VRR, as well as the more common Auto Low Latency Mode, aka Auto Game Mode, and eARC -- are roughly grouped under the HDMI 2.1 standard, but not all of the TVs in the charts below include every feature, nor deliver the full video and audio bandwidth that's possible with HDMI 2.1.

Even more confusing, input capability can vary on the same TV. Behind the physical connection where you plug an HDMI cable is a subsection of the TV's processing, namely a chip. These chips cost money, like everything else. In order to keep costs down, not every input on the TV is fully capable of all the latest features and frame rates. To put it another way, every road on Earth could be capable of highway speeds, but building them all that way would be expensive and rather pointless.

For example, one HDMI input might be capable of eARC, but not be able to handle 4K at 120Hz. Just something to keep in mind as you peruse the charts below. Also, there are some important brand and model specifics that didn't fit in the chart; please check the bullet points below for details.

Finally, the consoles themselves are in a transition period, too. The hardware of the PS5 console can technically support VRR, but unlike the Xbox Series X and Series S, it's not enabled yet. Sony's PlayStation 5 FAQ says VRR will be added via a future software update. 

What is 120Hz input?

Despite TVs being capable of 120Hz refresh for well over a decade, the ability to input 120Hz is a far more recent development. This is largely due to the fact that other than a fairly beefy gaming PC, there just haven't been any 120Hz sources. That all changes with the PS5 and Series X. Some of the TVs on our list can accept 4K at 120Hz on all HDMI inputs. Others can only do so on select inputs and one, the TCL 6-Series, can only accept 120Hz at lower-than-4K resolution (1440p).

The Xbox Series S can also output 4K at 120Hz, but internally the game is rendered at a lower resolution (1440p) and upscaled before it's sent to your TV.

What is VRR?

VRR, or variable refresh rate, is a new TV feature that you'd probably be surprised wasn't already a thing. All modern TVs have a fixed refresh rate. A 60Hz TV is going to refresh, or create, a new image 60 times a second. The problem is a new console might not be ready to send a new image. 

Let's say you're in the middle of a huge boss battle, with lots of enemies and explosions. The console struggles to render everything in the allotted time. The TV still needs something so the console might send a duplicate of the previous image, creating juddering on screen, or it might send a partially new image, resulting in the image looking like someone tore a page off the top and revealed the new page below.

VRR gives the TV some flexibility to wait for the new frame from the console. This will result in better gaming performance with smoother action and less tearing.

What is ALLM or Game mode?

Game mode turns off most of the image-enhancing features of the TV, reducing input lag. We'll discuss input lag below, but the specific feature to look for is called either Auto Low Latency Mode or Auto Game Mode. Different manufacturers call it one or the other, but the basic idea is the same. Sensing a signal from the console, the TV switches on game mode automatically. This means you don't need to find your TV's remote to enable game mode. Not a huge deal, but convenient. All the TVs listed above have, or will have, one or the other.

What about input lag?

Input lag describes how long in milliseconds it takes for the TV to create an image. If this is too high, there's a delay between when you press a button on the controller and when that action appears on screen. In many games, like shooters or platformers, timing is crucial and a TV with high input lag could hurt your performance. 

As a longtime console gamer myself, I can easily notice the difference between high (greater than 100ms) and low input lag (sub-30ms). The good news is, most modern TVs have input lag that's low enough that most people won't notice it. Largely gone are the days of 100-plus-millisecond input lags… at least when you enable game mode.

So as long as the TV has a game mode, you're probably fine, though it's worth checking CNET's reviews for the exact numbers to see if it has low input lag. Lower, in this case, is always better.

What is eARC?

While not a console feature, eARC is a next-gen TV feature to keep in mind. It's the evolution of ARC, or Audio Return Channel. This sends audio from a TV's internal apps (such as Netflix or Vudu), back down the HDMI cable to a receiver or soundbar. With eARC, newer formats like Dolby Atmos can be transmitted as well.

The issue is in many cases, eARC often precludes higher resolutions or frame rates on the same input. So if you've connected your PS5 to your receiver and the receiver to the TV, you can have eARC audio back from the TV or 4K120, but usually not both. This is only important if you plan on using the internal apps in a TV (as in, not a Roku or Amazon streaming stick) and you want to use the new audio formats via eARC.

Notes and specifics

  • Prices are current as of press time but may fluctuate.
  • There are some TVs that fit the criteria but weren't included because they're so expensive, namely 8K TVs like LG's ZX series and Samsung's Q950TS and Q900TS series.
  • The PS5 and Series X can also output 8K resolution to compatible TVs, but we consider 4K/120Hz, VRR and other enhancements like ray tracing and even HDR more important than 8K for gaming.
  • Samsung doesn't specify which inputs can handle 4K120 or eARC. It is unlikely that all do, but when we asked, the company didn't clarify. We did review the Q80T, however, and can confirm that Input 3 is compatible with eARC and Input 4 with 4K120.
  • Sony says the software update(s) that enables VRR and ALLM on the X900H is coming "at a later date." It's been saying that for over a year now.
  • The Vizio 2020 M-Series is only 60Hz but has VRR.
  • The TCL 2020 6-Series can only accept 4K at 60Hz, but can accept 1440p at 120Hz.
